Drupal 7 has multilingual features in itself, but building a multilingual website with several contributed modules can be very complex.

The process of building a multilingual website has been substantially improved in Drupal 8. It has become easier to maintain languages, translate different parts of the website and site settings. Drupal 8 will have standard multilingual solutions out of the box.
