This OSS approach is a recipe for failure. The Minister made policy clear open source where it is "cheaper" than proprietary and fact is sometimes it will be for commoditised modules but certainly not for dynamic custom applications where change is inevitable. Lock in to coders’ custom code what a nightmare thought. New technologies that remove need for coding and avoid traditional lock in are available and must be properly evaluated by HMG. The dogmatic OSS approach is truly scary!
